REQUEST FOR QUALIFICATIONS (RFQ) FOR ENGINEERING SERVICES 
Common Point Outdoor Shooting Range Repair and Improvements
Estes Valley Recreation and Park District, Estes Park, Colorado

The Estes Valley Recreation and Park District (EVRPD) seeks statement of qualifications from qualified consulting engineering firms to provide professional services related to the Common Point Outdoor Shooting Range Repair and Improvements. EVRPD has secured funding from FEMA and the State of Colorado for the engineering and reconstruction work to the bridge, roadway and gun range from damage caused during the September 2013 flooding. EVRPD has secured additional funding from Colorado Parks and Wildlife via the Shooting Range Grant Program for site improvements to the facility.

This project requires the survey, design, preparation of design plans, specifications, and related contract documents for a roadway and gun range repair and improvement project. Design plans include preliminary, final design, permitting and project bidding. Construction administration of the project is also required. See the RFQ (linked below) for the entire project scope.

Statements of Qualifications (SOQs) will be received until 5:00 PM local time on March 20, 2015, at the Estes Valley Recreation and Park District Administration office, 690 Big Thompson Avenue, Estes Park, CO 80517. No faxed or emailed SOQs will be accepted. SOQs should be in an envelope labeled “Common Point Outdoor Shooting Range. Sole responsibility rests with the vendor to see that their SOQ is received on time at the stated location. No SOQs will be considered which are received after the time indicated, and any SOQs so received after said time shall be returned to the Bidder unopened. SOQs will be received on a cost per unit price basis as set forth in the RFQ Proposal. There will be no formal proposal opening. Estimated project cost including engineering, design and construction is $755,000.

EVRPD reserves the right to reject any or all SOQs, or any SOQ part, to waive any formalities or informalities, or to accept an SOQ or combination of SOQs, if any, which in its sole and absolute judgment will under all circumstances best serve the District’s interest. No SOQ will be accepted from any firm, person, or corporation, who is a defaulter as to surety or otherwise, or is deemed incompetent, irresponsible, or unreliable by EVRPD. EVRPD reserves the right to postpone award of the contract for a period not to exceed ninety (90) days from date of SOQ opening.

INVITATION TO BID 
Estes Park Campground at Mary's Lake Electrical Distribution System Improvements - Phase I
Estes Valley Recreation and Park District, Estes Park, Colorado

The Estes Valley Recreation and Park District (EVRPD or District) is seeking services for the construction of Electrical Distribution System Improvements, Phase I, at the Estes Park Campground at Mary's Lake, located at 2120 Mary's Lake Road, Estes Park, CO 80517. This property is located on federal land administered by the Bureau of Reclamation; the District is the managing partner.

Project work includes the extension of primary power with new transformers and secondary electrical distribution to approximately 36 RV hookup sites and the layout of connection pedestals at each RV site. The primary power extension will be performed by EVRPD staff and Town of Estes Park Power & Light as required. Therefore, the scope of work being proposed for bids is primarily based on the secondary electrical distribution to the RV sites and the layout of connection pedestals. EVRPD will be supplying and performing a small portion of the secondary electrical distribution as identified in the bid documents. This project is phase I of multiple future phases and will address electrical connection improvements to the entire campground.

Bids will be received until 10:00 AM (MST) on Friday, March 6, 2015. Bids may be deposited at the District Administration Office, 690 Big Thompson Avenue, or mailed to P.O. Box 1379, Estes Park, Colorado 80517. No faxed or emailed Bids will be accepted. Sealed Bids should be in an envelope labeled "Estes Park Campground at Mary's Lake Electrical Distribution System Improvements Phase I". Bids will be opened and publicly read to all those present at 10 AM on Friday, March 6, 2015. Vendors submitting Bids are invited, but not required, to attend the opening. Sole responsibility rests with the vendor to see that their Bid is received on time at the stated location. No Bids will be considered which are received after the time indicated, and any Bids so received after said time shall be returned to the Bidder unopened. Bids will be received on a cost per unit price basis as set forth in the Bid Proposal.

A pre-bid conference will be held at 1 PM on Monday, March 2, 2015 at the office of Cornerstone Engineering & Surveying, Inc., 1692 Big Thompson Ave., Suite 200, Estes Park, CO 80517. Attendance at this meeting is not a requirement for submitting a Bid for the Work.

Copies of the Contract Documents, complete with Drawings and Specifications, may be obtained from Cornerstone Engineering & Surveying, Inc., 1692 Big Thompson Ave., Suite 200, Estes Park, CO 80517, upon payment of a non-refundable fee of ($10.00) per set (send an additional $10.00 per set if local mailing is requested). Checks shall be made payable to Cornerstone Engineering & Surveying, Inc.

All work must be completed no later than May 8, 2015. Within ten (10) days of the date of the Notice of Award, the successful Bidder will be required to furnish a Performance Bond and a Payment Bond in the amount of one hundred (100) percent of the Contract Amount, guaranteeing faithful performance and the payment of all bills and obligations arising from the performance of the Agreement. Performance and Payment Bonds will not be required for submitted bids less than $50,000.00 upon EVRPD review and approval. No Bid may be withdrawn within a period of sixty (60) days after the date fixed for opening Bids.

Where items of equipment and/or materials are specifically identified by a manufacturer's name, model, or catalog number in the Invitation to Bid documents, only such specific items may be used in the Bid unless prior written approval of other material has been obtained from the District or their designee. Applications for such approval shall be submitted in duplicate at least six (6) working days prior to Bid opening date. Applications for approval of alternative equipment and/or materials shall be accompanied by a typewritten listing of the specified manufacturer and catalog number, and shall also state in typewritten detail any and all significant details in which each item requested for approval differs from the item specified in the project documents. Failure to list such information shall not relieve the Contractor from providing properly functioning or fitting materials, regardless of the approval action taken by the District or their designee.

Engineer's estimated project cost is $48,000.

REQUEST FOR PROPOSALS 
Lake Estes 9-Hole Golf Course 2015 Golf Cart Fleet

Estes Valley Recreation and Park District, Estes Park, Colorado

The Estes Valley Recreation and Park District (EVRPD) is seeking proposals from suitably qualified and experienced golf cart companies and suppliers to rent EVRPD, twenty-four (24) gas powered golf carts for the Lake Estes 9 Hole Golf Course.

This request for proposals was released on February 13, 2015.

Copies of the RFP and contract documents may be obtained from EVRPD Administration Office, 690 Big Thompson Ave., Estes Park, CO., 80517, on Friday, February 13, 2015. Submission of Proposals

Two (2) copies of proposal documents shall be sealed and mailed to:

Proposals can be delivered in person to the Estes Valley Recreation and Park District Administration Office, located at 690 Big Thompson Avenue in Estes Park, CO.

  • Sealed proposals must be received by 1 PM, Mountain Standard Time (MST) on Wednesday, March 11, 2015, at the Estes Valley Recreation and Park District's Administration Office. Proposals received after that time will not be accepted.

  • All Proposals must be sealed in a package clearly marked with the proposer's name and "Lake Estes 9-Hole Golf Cart Proposal".

  • Faxed and emailed proposals will not be accepted.

Proposals will be opened publicly and read to all those present on Wednesday, March 11, 2015, shortly after 1 PM, at EVRPD's Administration Office, 690 Big Thompson Avenue, Estes Park, CO., 80517. Individuals/Owners submitting proposals are invited, but not required, to attend the opening. Sole responsibility rests with the vendor to see that their proposal is received on time at the above stated location.

Estes Valley Recreation and Park District reserves the right to reject or waive any or all, or any part of any formalities or informalities, and to award the proposal to the firm deemed to be in the best interest of EVRPD. EVRPD will accept the proposal that, in its best judgment, will provide the best workmanship and price for the project. Proposals received after the specified time of proposal closing will be returned unopened.
